A RIGI approval is a start, not a finish
The Agua Rica copper project in Catamarca was approved into RIGI today. Here is how we read it from the operating side.
Today's Boletín Oficial carries Ministerio de Economía Resolución 1854/2026. Article 1 approves the application of Minera Agua Rica LLC, Sucursal Argentina to bring the Agua Rica project in Catamarca into the Régimen de Incentivo para Grandes Inversiones, RIGI. The company filed in August 2025, so this has been a long wait.
Headlines will focus on the size of the project. We think the more useful question for anyone weighing their own entry is a quieter one: what does an approval actually change?
What an approval means
It means the government has reviewed a specific project, filed by a specific applicant, and accepted it into the regime on the terms in the resolution. That is real. It tells you the process works end to end for at least some projects, and it gives the approved project the framework the RIGI law sets out.
It also says something about direction. Each approval is a signal that the regime is being used, not just written.
What it does not mean
- It is not a green light for anyone else. Approval attaches to one project and one applicant. A different company, in a different sector, still has to qualify on its own.
- It is not the end of the paperwork. The resolution sets terms and commitments. Living up to them is ongoing work.
- It does not remove the everyday rules. Customs, FX, labor and provincial matters still apply in practice, and each one has its own office and its own pace.
- It does not tell you who owns what. The resolution names the applicant, the Argentine branch. Read the text, not the commentary around it.
What comes after approval
In our experience the hard part starts here. Approval sets the frame; the operating plan has to fit inside it. A few things we would look at early:
- Read the resolution itself, end to end, and list every commitment it creates and when each one falls due.
- Map which authorities you will deal with day to day. RIGI sits at the national level, but the project lives in a province.
- Line up independent local lawyers and accountants who know the regime, and give them the right questions before the clock runs.
- Build the supply, hiring and payments plan around the real timeline, not the press release.
- Keep a watch list. Implementing rules and agency guidance keep moving, and they matter as much as the headline law.
If you are smaller than this
Most companies looking at Argentina will never apply to RIGI. That is fine. The lesson still carries: an approved framework is the starting line, and the work is in execution. For bigger picture analysis of where the economy is heading, we suggest The Argentine Thread.
